Lift the box issue

So I've successfully lifted said box, but I can't find the gent to return it! I've crawled all over Hawklor. When I couldn't find him there, I searched the wiki, the old forum (though only 18 pages--I'm bad), and Google to no avail. Where do I go to meet the fellow? And do you guys think I should hang on to the Assassin's bracelet since I currently am using the Emerald one?

The value of the bracelet itself is way higher than 8 AT, but:
1. It doesn't provide NvR boost.
2. It will probably be substituted by other items with time... The question is, how long will it take for that to happen?

Both are valid points. I gave the bracelet back. (And when he comes asking in a few weeks, Iakor's crown is probably the best choice.)

As far as tips, I guess I'll just have to look hard at my equipment. I've maxed my stats out, so pretty much it's the balance between NR, SP, and NVR. Guess I'll decide before heading to Hawklor :) Thanks!
