help w/deadwater shoals

i started the ghost ship of deadwaters shoals, and have'nt been able to figure out where to go to even find the wand or the right person. Could someone please help me?

Try to EXPLORE a city by entering the person's name...

More specifically:
Click "Explore Talinus" in Talinus, and enter Yirrsin

And save once you get to the city, as it can be hard and require do-overs.
